    Responsibilities

    SMS is seeking a pre-sales and proposal "Solutions Architect" to support our federal business unit. Ideal candidate will have 10+ years of solution engineering experience with complex proposal submissions and support to proposal development and submission of task orders under large IDIQ vehicles. .

    The position requires knowledge and skills that are both broad and deep across the Information Technology field as well as the area of Government Contracting. To be effective, the Solutions Architect must have experience on multiple Hardware and Software Platforms and be comfortable with complex and various system environments and cloud solutions.

    The Solutions Architect must also be able to interpret and identify strategic direction; to generate a compliant technical offering which will position the overall bid response to have a greater percentage chance of win. The Solutions Architect is often a highly seasoned senior technologist who has led multiple technical bid proposal response efforts. The person needs an ability to share and communicate ideas, both verbally and in writing, to executives, business sponsors, and additional technical resources in clear concise language. 

    Responsibilities:

    As part of the proposal team work with Business Development (BD), Capture Management (CM) and Program Management (PgM) and other Subject Matter Experts (SMEs) to interpret customer technical requirements gathered from Requests for Information and Proposals (RFIs and RFPs) and intelligence gathered by the team to develop winning solutions for capture actions and proposal responses. Specific focus areas include:

    • Ability to analyze the provided instructions to offers (Section L) and evaluation criteria (Section M) and incorporate this data into the technical solutions being developed in support of a specific bid. 
    • Analyze technical requirements for an initiative/program/contract or problem. Support customer meetings to validate or expand upon technical understanding, and assist in gap analysis to support bid/no bid assessments and teaming strategies. 
    • Work with capture and proposal teams to articulate proposed technical solutions in writing to convey company's technical capabilities, understanding of customer requirements and the technical solution approach. 
    • Communicate the generated technical bid strategy to management and other appropriate people within the organization and solicit feedback and incorporate back into the generated strategy.
    • Generate a compliant technical proposal outlines and solution frameworks based upon wide ranging supplied customer requirement information. 
    • Prepare question(s) to better understand customer requirements contained within the supplied RFI / RFP and other customer information. 
    • Prepare tools in support of program/contract IDIQ bids to include technical requirements, contract requirements, and cost modeling and sourcing. These tools will be updated and utilized through the entire bid process. 
    • Validate customer supplied requirements with specific offerings to satisfy those requirements with the most appropriate technical and price cost solution. 
    • Knowledge and Information Management (Taxonomy, Data Analytics & Visualization, Content and Records Management, Web Design and Usability, etc…) 
    • Enterprise Systems Engineering and Development (Network engineering & Design, Enterprise Open Source, Application development, Infrastructure Optimization, Service Desk and Desk Side Support, etc...) 
    • Cyber Security and Information Assurance (Security Risk Management, COOP, Security Operation Center Operations, Governance and Auditing, etc.) 
    • Validate partner provided solutions in direct or indirect response of customer requirements 
    • “Value Engineering” – assist with the identification of the most optimum solutions to meet the customer provided requirements within the overall approach and strategy of the developed bid proposal response. 
    • Conceptualization of a wide-range of technical solutions for a variety of Information Technology solutions. 

    Required Knowledge, Skills, and Abilities:

    Technical experience as solutions architect or IT engineering-related field in specific Information Technology areas including: 

    Systems Development Lifecycle 

    ITIL, ITSM and service delivery methodologies 

    Data Management 

    Content Management  Solutions 

    Systems Integration and Development 

    Program Assurance 

    Systems Administration and Operations 

    Systems Engineering 

    Systems Management 

    Network Management Solutions 

    Enterprise Architecture & Capital Planning 

    Business Continuity 

    Knowledge Management 

    Business Process Management 

    Security Operations 

    Secure Enterprise Solutions 

    Security Governance and Oversight 

    Project Management 

    Education Requirements:

    BS in Computer Science or equivalent scientific or engineering discipline preferred. 

    Project Management Institute Project Management Professional (PMP) certified (desired)

    At least one industry certification in Security, Engineering, or Architecture. 

    Citizenship/Eligibility for Clearance:

    US Citizenship required - Ability to obtain and maintain a Security Clearance
