    Responsibilities

    The Proposal Manager leads the proposal process and team from initial receipt of the solicitation to final delivery to the customer. This is a high visibility position that interfaces with Executive Management, Business Development, and high end engineering staff. Hence, the ability to communicate effectively with teaming partners and all levels of staff and management is critical towards winning proposals. The ideal individual would fully embrace the art and science of proposal development and have at least 3 years’ experience in producing high quality, competitive IDIQ proposals directed at the engineering and technology communities.

    Skills:

    • Responsible for on-time delivery, compliance and overall quality of all proposals delivered to the customer.
    • Understanding of industry Best Practices pursuant to the entire Business Acquisition Lifecycle
    • Strong leader who can brief and communicate effectively at all levels of an organization
    • Team player that is organized and proactive, and calm under pressure
    • Ability to shred the RFP and develop compliant outlines
    • Capability to brief at proposal kick-off meetings as well as at proposal color reviews
    • Excellent writing and analytical skills to translate complex issues into winning proposal strategies, themes and discriminators

    Responsibilities:

    • Independently manage government proposals from kick-off through submission (all phases of proposal development)
    • Analyze the Request for Proposal and develop a compliance matrix, annotated outline, schedule, writing assignments, and storyboards
    • Conduct an initial kick-off with the team (including contracts, finance, legal, and other divisions, as applicable)
    • Conduct Strategy and Storyboard sessions with the Leads and Individual Authors to develop a volume design for writers to use when creating their content
    • Integrate the Proposal Strategy into various sections of the proposal to ensure that the evaluation criteria has been addressed upfront in the Executive Summary, and the win themes and discriminators have been integrated into the appropriate sections of the proposal
    • Conduct all color reviews and recovery efforts
    • Conduct an Executive Level Management review of the proposal for approval and sign off

    Required Experience

    • 3-6 years of proposal management experience
    • Task Order Response preparation for large IDIQs such as NETCENTS, ITES, RS3, SEWP, Alliant SB etc…
    • A Bachelor's Degree and 3+ years of related experience are required
    • Broad knowledge of processes, technologies, and software/hardware in one or more of the Industry segments:

    Information Technology, Network and/or Systems Engineering, Systems and Storage, and Security

    • High level of understanding ability of Government Contracting, and technical and commercial complexities
    • Excellent communication skills with demonstrated ability to brief at formal kick-off meetings and proposal color reviews
    • Ability to analyze federal government RFPs and prepare proposal outlines and compliance matrices
    • Ability to write non-technical portions of the proposal (Management, Transition, QASP, Small Business Plan etc…)
    • Ability to work within SharePoint to manage the proposal process
    • Knowledge of additional software packages such as MS Word, MS Excel, MS Power Point, Visio, MS Project, etc.
